Context
Verified source: Polish law firm BPPZ (Oct 7, 2026) titles its guide 'Kontrole AI od 28 pazdziernika', AI inspections from Oct 28, and says the maximum penalty for prohibited practices under Article 5 is up to 35 million euro or 7% of worldwide annual turnover. The Polish AI systems act is dated Jul 3, 2026 (Dz.U. 2026 poz. 1003), per the Sejm document.
Chambers (Oct 6) describes the new regulator, the Commission for the Development and Safety of Artificial Intelligence (KRiBSI).
The Oct 28 start of inspections and the 35 million euro or 7% ceiling for banned practices match BPPZ. The 15 million euro or 3% for transparency violations, fines starting the same day, and 'the first EU AI Act enforcement clock' were not seen in the sources read, so unsupported here, not refuted. The European Commission's page says the AI Office handles general-purpose model enforcement, so national enforcement in other member states is a separate question.
